 Why in News

The Government of India has launched a nationwide initiative to establish the Skills

Outcomes Fund.


 Nature & Purpose

• A first-of-its-kind initiative aimed at creating livelihood opportunities for youth from

low-income backgrounds.


 Financing Model

• Seeks to mobilise both public and private investments.

• Promotes outcome-based financing in the skilling ecosystem.

• Links funding directly to verified employment outcomes, ensuring accountability and

efficiency.


 Institutional Framework

• Anchored by the National Skill Development Corporation (NSDC).

• Operates under the Ministry of Skill Development and Entrepreneurship.

• Implemented in collaboration with:

• Non-profit organisations

• Philanthropic institutions

• Other stakeholders


 Background

• Builds on India’s first outcomes-based financing initiative, the Skill Impact Bond (2021).


 Key Innovation

• Based on an employer-led, demand-driven skilling model.

• Ensures training programmes are aligned with industry requirements.

 National Scheduled Tribes Finance and Development Corporation

(NSTFDC)


 Why in News

NSTFDC is set to celebrate its 25th Foundation Day on April 10 in New Delhi.


 Establishment & Nature

• Established in 2001.

• Functions as a Public Sector Undertaking (PSU) under the Ministry of Tribal Affairs.


 Objectives

• Promote socio-economic and educational development of Scheduled Tribes.

• Generate self-employment opportunities to enhance economic independence and

self-reliance among tribal communities.


 Functions

• Spreads awareness about concessional schemes among Scheduled Tribes.

• Supports skill development and capacity building for beneficiaries.

• Extends assistance to officials of State Channelizing Agencies.

• Provides concessional financial assistance for viable income-generating activities.

• Funds are routed through State Channelizing Agencies and implementing bodies.

• Facilitates market linkages for tribal products to improve income prospects.


 Governance & Composition

• Managed by a Board of Directors.

GS Paper-3: Environment & Biodiversity


 Fimbristylis wayanadensis


 Why in News

A new plant species, Fimbristylis wayanadensis, has been discovered in the high-

altitude regions of the Western Ghats.


 Taxonomy & Classification

• It is a grass-like plant belonging to the sedge group (Cyperaceae family).

• Sedges resemble grasses but are typically identified by their triangular stems and

high diversity.


 Discovery & Naming

• Identified during a recent field survey in Wayanad district, Kerala.

• Named after its place of discovery to highlight its geographical origin.


 Habitat & Ecology

• Found in transitional zones between rocky terrains and high-altitude grasslands.

• Recorded at elevations up to 1,900 metres above sea level.


 Morphological Features

• Characterised by long leaves, often as tall or taller than its hairy stems.

• Produces fewer flower clusters (spikelets) with a distinctive chestnut-brown colour

instead of the usual yellow.

• Bears larger, smooth nut-like structures.

• These nuts show unique rectangular microscopic patterns on their surface.
