01  Favara-UPI Cross-Border Payment Corridor


WHY IN NEWS:

The Maldives Monetary Authority launched the corridor to enable real-time remittances from the Maldives to India.


ONE-LINE RECALL: Favara-UPI links the Maldives' Favara Instant Payment System with India's UPI for seamless person-to-person transfers.


What exactly is the corridor?

It is a real-time cross-border payment system connecting the digital payment infrastructure of India and the Maldives. It enables person-to-person fund transfers between the two countries.


Purpose

• Make cross-border digital payments secure, instant and low-cost.

• Strengthen bilateral financial connectivity.

• Deepen economic cooperation between India and the Maldives.


How does the payment flow work?

Sender side: Money is sent in Maldivian Rufiyaa (MVR) through a participating bank's mobile banking application.

Payment connection: The corridor integrates the Favara Instant Payment System with India's Unified Payments Interface.

Receiver side: Funds reach a UPI-enabled Indian Rupee (INR) bank account in real time.

Permitted use cases: The launch supports family-maintenance and gift-related remittances under the Maldives' foreign remittance framework.

Launch partners and institutions

Initial participating banks: Bank of Maldives Plc. and Maldives Islamic Bank Plc.

Institutional collaboration: Maldives Monetary Authority (MMA), Reserve Bank of India (RBI), NPCI International Payments Limited (NIPL), and participating financial institutions.


What comes next?

• QR code-based merchant payments.

• Additional cross-border digital payment services.

UPI basics and international footprint

UPI is a real-time payment system developed by the National Payments Corporation of India (NPCI). It enables instant bank-to-bank transfers through mobile devices and functions under the regulatory oversight of the RBI.

Indian travellers can use UPI for payments in Cambodia, Singapore, the United Arab Emirates, France, Mauritius, Nepal, Bhutan, Qatar and Sri Lanka.

02  e-Zero FIR System


WHY IN NEWS:

The Ministry of Home Affairs stated that the system has been introduced across 18 States and Union Territories for cyber financial crime cases.


ONE-LINE RECALL: High-value cyber financial fraud complaints reported through 1930 or the NCRP can automatically generate a Zero FIR.


What is the e-Zero FIR System?

It is a technology-based platform that automatically registers Zero FIRs for cyber financial fraud complaints involving losses above ₹10 lakh.


The complete process - remember 10 lakh, 1930 and 3 days

1. Complaint: The victim reports the fraud through the 1930 Cyber Helpline or the National Cybercrime Reporting Portal (NCRP).

2. Threshold: The reported financial loss must exceed ₹10 lakh for automatic conversion under the system.

3. Automatic Zero FIR: A Zero FIR is generated at the e-Crime Police Station.

4. Routing: The FIR is immediately sent to the territorial cybercrime police station according to the complainant's location.

5. Regular FIR: The victim must visit the concerned cybercrime police station within three days to convert the Zero FIR into a regular FIR.


Legal and institutional framework

Statutory backing: Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

Nodal agency: Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs.


Digital integration

The system links two major platforms:

• The National Cybercrime Reporting Portal of I4C.

• The Crime and Criminal Tracking Network & Systems (CCTNS) of the National Crime Records Bureau (NCRB).

This integration supports real-time complaint processing, automatic case routing and nationwide interoperability among law-enforcement agencies.


What is a Zero FIR?

A Zero FIR can be registered at any police station, regardless of the place where the offence occurred. It is initially assigned the number "Zero" and is later transferred to the police station with territorial jurisdiction. Its purpose is to prevent delays caused by jurisdictional questions.

03  NIPUN: Diving Support Vessel and DSRV Mother Ship


WHY IN NEWS:

NIPUN, a Deep Submergence Rescue Vessel support vessel, was delivered to the Indian Navy at Visakhapatnam.


ONE-LINE RECALL: NIPUN is the Indian Navy's second Diving Support Vessel and will serve as a Mother Ship for the Deep Submergence Rescue Vessel.


Identity and construction

• NIPUN is the second Diving Support Vessel inducted into the Indian Navy.

• It was built by Hindustan Shipyard Limited and delivered to the Navy in 2026.

• The Sanskrit word "NIPUN" means one who is adept, capable and well-versed in a discipline.


Core capabilities

• Deep-sea diving and submarine rescue operations.

• Deep-sea saturation diving using specialised diving equipment.

• A side diving stage to support diving operations.

• Remotely Operated Vehicles for diver monitoring, underwater inspection and salvage missions.

• Mother Ship support for a DSRV during the rescue and evacuation of personnel from a submarine emergency.


DSV and DSRV - do not confuse them

Diving Support Vessel (DSV): A specialised ship that acts as a floating base for professional underwater operations, deep-sea salvage and submarine rescue missions.

Typical DSV systems: Dynamic Positioning Systems for station-keeping, saturation-diving systems for prolonged operations, and deployment systems for ROVs and underwater equipment.

Deep Submergence Rescue Vessel (DSRV): A specialised rescue system that can locate and dock with a distressed submarine and rescue trapped personnel.

Relationship: A DSRV can operate at significant depths and is transported to the accident site by a Mother Ship such as NIPUN.

04  Sooty Bark Disease


WHY IN NEWS:

Maple trees in British Columbia, Canada, have been affected, leading researchers to examine ways to slow the spread.


ONE-LINE RECALL: Sooty Bark Disease is a heat-activated fungal disease of maple trees that creates black spore patches and can also harm human lungs.


Cause and distribution

Causative fungus: Cryptostroma corticale.

Natural distribution: endemic to the Great Lakes region of North America.

Status in Europe: considered an introduced disease.


When does it become active?

The disease is generally observed after prolonged hot and dry weather. The fungus requires high temperatures over an extended period to become active, although it may remain dormant inside a tree for several years before favourable conditions trigger it.


Symptoms in maple trees

• Rapid wilting.

• Black, sooty patches beneath the bark because of massive spore formation.

• Progressive decline that may kill the tree within about three years.


Human health impact

Inhaling the fungal spores can cause hypersensitivity pneumonitis, commonly called Maple Bark Disease. It is an allergic lung condition affecting people exposed to infected trees.


Management

No effective treatment or control measure currently exists. The main strategies are early detection, removal of infected trees and safe handling of infected wood to limit the spread of spores.
